A Science and Technology-based Small and Medium Enterprise (STME) refers to a small or medium-sized enterprise that relies on a certain number of scientific and technical personnel to engage in scientific research and development activities. These enterprises obtain independent intellectual property rights and transform them into high-tech products or services, thereby achieving sustainable development.
STMEs play an important role in enhancing technological innovation capabilities, supporting sustainable economic development, and expanding social employment. These enterprises are market-oriented, knowledge-intensive economic entities that operate under the principles of "self-raised funds, voluntary collaboration, independent management, self-responsibility for profits and losses, self-driven development, and self-discipline."
STME is an honor for small and medium-sized enterprises. Such enterprises have a certain number of scientific and technical personnel engaged in scientific research and development, achieve certain results, and transform them into high-tech products or services, realizing sustainable development.
To implement the National Innovation-Driven Development Strategy Outline, promote mass entrepreneurship and innovation, and provide targeted support to STMEs, the Ministry of Science and Technology, the Ministry of Finance, and the State Taxation Administration have jointly formulated the Evaluation Measures for Science and Technology-based Small and Medium Enterprises in accordance with the requirements of the Implementation Plan for Deepening the Reform of the Science and Technology System.
The Evaluation Measures for Science and Technology-based Small and Medium Enterprises, developed by the Ministry of Science and Technology, the Ministry of Finance, and the State Taxation Administration, refer to small and medium-sized enterprises that rely on a certain number of scientific and technical personnel to engage in scientific research and development activities, obtain independent intellectual property rights, and transform them into high-tech products or services, thereby achieving sustainable development.
To qualify as a Science and Technology-based Small and Medium Enterprise, the following conditions must be met: The enterprise should be primarily composed of scientific and technical personnel, mainly engaged in the research, development, production, and sales of high-tech products. Its activities should focus on the commercialization of scientific and technological achievements, as well as technology development, technical services, technical consulting, and high-tech products. The enterprise must obtain independent intellectual property rights and transform them into high-tech products or services.
An enterprise can be directly recognized as an STME if it meets any one of the following criteria:
High-Tech Enterprise: The enterprise holds a valid High-Tech Enterprise certification.
Science and Technology Awards: The enterprise has received national-level science and technology awards within the past five years and ranks among the top three awardees.
R&D Institutions: The enterprise possesses provincially or ministry-level recognized R&D institutions.
Standards: The enterprise has led the formulation of international, national, or industry standards within the past five years.
